Depends up on the level of the plinth beam. If the plinth beam is provided say 2 to 2–6″ above the ground level obviously a wall is a must to cover the gap between the bottom of the P. beam to the ground level. If the plinth beam is provided, below the ground level, as is done for external plinth beams, it may not need a wall below, but better to provide as the earth filled below, gets scoured due to rains.
